Manager of Programs, Learning Resources Program (St. John’s)

Summary
The Manager of Programs oversees the operational, financial, and administrative functions of the therapeutic, psychoeducational, and intensive case management programs. These programs are specifically designed to address the criminogenic needs of adults involved in the criminal justice system, as well as those with complex needs. In this role, the Manager collaborates closely with a variety of governmental and community-based organizations, as well as other John Howard Society programs, to ensure the continuous improvement and effective operation of these initiatives. The Manager of Programs reports directly to the Executive Director of the John Howard Society of Newfoundland and Labrador.
Duties
- Supervision:
- recruiting, training, supervising and evaluating staff, students, and volunteers to ensure that performance standards are upheld and that all individuals are working in accordance with agency requirements, JHS Mission and Core Values.
- providing leadership to promote the professional growth of all staff through coaching, mentoring and continuous professional development.
- coordinating policy and procedure reviews to ensure compliance with occupational health and safety regulations.
- ensuring office and safety policies are in places and are being adhered to.
- providing supervision and support to any new program.
2. Financial Management:
- preparing annual budgets and ensuring compliance through consistent monitoring and reviewing of financial revenues and expenditures on a quarterly and fiscal year end basis;
- authorizing routine expenditures and consulting with the Executive Director when more substantial expenditures are required.
- preparing payroll input sheets.
- maintaining accurate employee records.
- preparing invoices and completing required statistical reports.
3. Maintenance of program integrity, quality service and adherence to ethical standards:
- ensuring the principles of correctional programming (risk, need and responsivity) are adhered to, to maximize treatment outcomes.
- providing a non-judgemental, supportive environment for participants which will assist in successful reintegration.
- ensuring participants are meeting the expectations of the referring agency and program guidelines and reporting non-compliance to the referring agency as required.
- ensuring the quality of client reports submitted to referring agencies.
- advocating on behalf of individuals in the program to government and other community organizations.
- ensuring best practices and the highest quality are followed and incorporated when working with a correctional population.
4. Promotes the programs of the Society by:
- providing information and promotion of JHS-NL programs through public engagement, written material etc., to the community.
- establishing and maintaining liaison with other community-based organizations, stakeholders, government, the corrections community, and the business sector;
- building and maintaining positive relationship with funding sources, community groups, families, and other service providers.
5. Sustaining and Program development:
- identifying gaps in service delivery and developing the appropriate programs to meet the needs of participants.
- Researching alternate funding sources and developing and submitting proposals to enhance programs.
6. Ensures all Programs operate in keeping with the Mission, Core Values and philosophy of the John Howard Society:
- establishing and maintaining effective communication with the staff and management of other JHS programs.
- liaising with the Executive Director and other JHS Managers through regular contact and attendance at meetings.
- maintaining own personal development through on-going training opportunities.
- contributing to the Society’s on-going strategic planning process.
Qualifications:
- Master’s degree in social work, or counselling. Some combinations of experience and education may also be considered.
- Minimum of two years’ experience in a managerial position preferably in a non-for-profit setting.
- Demonstrated experience in clinical supervision and program development with criminal justice involved population.
- Demonstrated experience and understanding of working in a unionized working environment.
- Demonstrated experience with budgeting, resourcing and performance evaluation procedures.
- Proficient in MS Office and computer systems (e.g. client management software).
- Excellent communication and people skills.
- Exceptional organizational and leadership skills.
- Aptitude in resolving issues and conflict in a face-paced environment. (Revised April 2025)

Salary: 75,000.00 to 80,000.00; 35 hours per week.
